In a groundbreaking initiative aimed at enhancing educational access and quality, the Abia State Government, under the leadership of Governor Alex Otti, has announced the implementation of free and compulsory education for all children in the state. This policy is set to take effect from January 1, 2025, and will cover all public schools from primary one through junior secondary school three.
Details of the Policy
The announcement was made by Prince Okey Kanu, the Commissioner for Information and Culture, during a press briefing following a State Executive Council meeting. Kanu emphasised that the initiative is designed to ensure that every child, regardless of their state of origin, has access to basic education without financial barriers.
Kanu stated, “Education is free in Abia State up to the end of Junior Secondary School. There is no reason whatsoever why parents will not send their children to school.” He further highlighted that this policy aligns with the Abia State Child’s Rights Law of 2006, which mandates that parents must ensure their children receive an education.
Legal Implications for Non-Compliance
To enforce this policy, the state government has introduced stringent measures against parents and guardians who fail to comply with the new educational mandate. Kanu warned that it will now be an offence for parents not to send their children or wards to school, with legal repercussions for those who default. He stated, “As from January 1, 2025, parents who default would be prosecuted under that law.”
This move reflects a commitment to not only increase enrolment rates but also to hold parents accountable for their children’s education, thereby fostering a culture of responsibility and inclusivity within the community.
Broader Educational Reforms
Governor Otti’s administration has identified education as a critical area requiring urgent reform. The declaration of a state of emergency in the education sector earlier this year underscores this commitment. Alongside the free education initiative, the government has also announced plans for infrastructural improvements in schools and ongoing efforts to address other challenges facing the educational system.
In addition to educational reforms, Kanu disclosed that contracts have been awarded for the rehabilitation of nine roads across various parts of the state, further demonstrating the administration’s focus on comprehensive development.By removing financial barriers and enforcing parental responsibility, Governor Otti’s administration aims to create an inclusive educational environment that empowers future generations.
