In response to concerns over the security of the Integrated Personnel and Payroll Information System (IPPIS) database, the Federal Government of Nigeria has issued a strong assurance that the system remains secure and has not been compromised. This statement comes from the Office of the Accountant-General of the Federation (OAGF), addressing recent allegations of potential data breaches.
Addressing the Allegations
The OAGF, through its Director of Press and Public Relations, Bawa Mokwa, released a statement on Monday, September 16, 2024, denying reports that the ‘IPPIS Payroll Validation’ section on the OAGF’s official website had been hijacked by an unknown hacker. The statement also refuted claims that workers’ data stored on the official website of the IPPIS Secretariat, a department within the OAGF, was susceptible to attack due to an expired secure site layer (SSL) feature.
Commitment to Data Security
The OAGF reaffirmed the government’s commitment to maintaining and operating a safe and efficient personnel and payroll management system. To ensure the security of its digital assets, the OAGF has implemented an ICT Security Policy aligned with global best practices in cybersecurity.
“The Integrated Personnel and Payroll Information System database has not been compromised,” the statement emphasised, reassuring civil servants that their personal data remains secure within the IPPIS database.
Clarification on Data Storage
The OAGF clarified that no data is stored on its website, stating that the IPPIS uses the website solely for sharing information and not for conducting any transactions. “Neither payroll nor payments are made through the website, therefore, no data is contained in the website,” Mokwa explained.
IPPIS Validation Portal
Regarding the recently developed IPPIS Validation Portal, used for updating employee information, the OAGF stated that it was deployed on a secure platform using a database and application system procured from a reputable international software provider, HELIX-FONS. Once the data validation exercise was completed, the portal was permanently shut down to prevent further access.
Addressing Concerns
The OAGF acknowledged the importance of the IPPIS to Nigerian workers and emphasised the need to address concerns over the potential loss or breach of employees’ personal data in the IPPIS database. The office advised workers who observe any anomalies in their salaries to follow official procedures to resolve such issues.
The Federal Government’s reassurance of the IPPIS data security aims to allay the fears of civil servants regarding the safety of their personal information. By implementing robust security measures and clarifying the data storage practices, the OAGF seeks to maintain trust in the IPPIS system and ensure the continued well-being of Nigeria’s public sector workforce.
